The Taipei City Government’s Department for Youth is advancing youth career development by guiding young people into real international industry settings. In 2025, the Department launched the Taipei Youth Overseas Career Exploration Visit Program, selecting six Taipei youth with a strong interest in fashion to take part in an immersive learning experience in Seoul from December 13 to 16. As one of Taipei’s sister cities and a leading fashion hub in Asia, Seoul offers a living context where cultural creativity, industry operations, and global markets intersect. The program is designed not as a tour but as a process that helps youth observe the industry on-site, connect fragmented knowledge, and gradually build a comprehensive understanding of how the fashion ecosystem functions internationally.Structured around the theme “Career Exploration × Immersive Fashion Learning,” the program placed participants inside multiple layers of the fashion industry, from creative design and digital production to sustainability practices and wholesale supply chains. Led by Stephanie Wen, Executive Director of the Taiwan Association of Fashion and Accessories Designers, the learning journey connected brand experiences, design platforms, technology labs, and market spaces. Through direct dialogue with industry professionals—including Jung Ku-ho, former Executive Director of Seoul Fashion Week, and Korean designers from Centre Contemporary Cultural Studies (CCCS)—participants explored how fashion operates as an integrated system linking culture, commerce, and the city itself. Site visits to Seoul National University (SNU), the TG3D industry-academia team, and Seoul Upcycling Plaza (SUP) further expanded their understanding of how digital tools and sustainability are reshaping industry workflows and future directions.Coming from diverse educational backgrounds, participants experienced how fashion communicates across cultures and responds rapidly to global markets. Through learning in districts such as Seongsu-dong, Hannam-dong, Myeongdong, Hongdae, Dongdaemun Design Plaza (DDP), and major wholesale markets, as well as visits to HiKR Ground at the Seoul Tourism Organization, youth engaged with the language, rhythm, and expectations of the industry in real time. Many shared that the experience helped transform abstract interest into clearer career orientation—revealing multiple professional pathways beyond traditional roles and encouraging them to reflect on where their skills and aspirations may fit in the future. Commissioner of the Department for Youth, Yi-Hsi Chou, noted that such site-based, cross-cultural learning enables young people to connect global observation with personal growth, forming a foundation for long-term career development in an increasingly interconnected world.

The Department for Youth of Taipei City Government held the 2025 Program Achievement Exhibition at the Songshan Cultural and Creative Park, showcasing the outcomes of the 2025 Overseas Volunteer Program, the Overseas Experiential Learning Program, and the Taiwan Youth Adventure Program. Through photos, videos, and participant sharing, the exhibition highlighted how Taipei youth engaged in global service, international learning, and local exploration over the past year.As Taiwan’s first local government to adopt a comprehensive “full-support model” for overseas volunteering, Taipei enabled youth from diverse backgrounds to participate in international service in Vietnam, Thailand, and the Philippines. Youth also joined international work camps across Europe and independently designed thematic journeys across Taiwan, gaining hands-on experience in community service, cultural understanding, and civic engagement. The Department for Youth, Taipei City Government, held the inaugural Youth Overseas Internship Program (YOIP) Showcase on November 22, 2025. Highlighting the concrete outcomes of Taipei youth participating in international internships. As the first government-led overseas internship initiative launched by a local government in Taiwan, YOIP connected young people with international organizations and sister-city partners, enabling them to gain hands-on professional experience, develop cross-cultural collaboration skills, and explore global career pathways. The strong response to the program—attracting more than 500 applicants in its first round—reflected the high interest among Taipei youth in international careers and emerging industries.This year, YOIP partnered with 10 international organizations to offer internship placements in cities including New York, San Francisco, Bangkok, Singapore, and Washington, D.C., across fields such as AI innovation, sustainability and net-zero initiatives, public governance, and smart health. Through structured pre-departure training and workplace preparation, participants were equipped to engage in ESG research, data analysis, content production, and international project coordination. The Department for Youth of Taipei City Government hosted the 2025 International Young Artist Residency Showcase on November 28 at the Songshan Cultural and Creative Park. This year’s program selected eight outstanding young artists from a pool of 76 applicants representing 27 countries. The selected artists come from Japan, Canada, Lithuania, Croatia, Israel, the Philippines, and Belgium, and are creating new works on-site at Songshan Cultural and Creative Park, Neihu District Office, and Dadaocheng. They gathered with local creators, community members, and cultural representatives to share their artistic journeys, creative outcomes, and experiences in Taipei.The Department noted that the residency program centers on “international exchange” and “local cultural engagement,” encouraging artists to draw inspiration from Taipei’s history, neighborhoods, and communities. During the showcase, they shared how they discovered new visual languages within the city’s textures and translated their impressions of Taipei into murals, graffiti, and other creative forms. To encourage diverse development among young people and to help them better understand the Department’s policies and resources, the Taipei City Government Department for Youth is hosting the "2025 Taipei Youth Dream Life Festival." The event will be held from December 6th to 7th, from 1 PM to 8 PM at the Taipei Performing Arts Center. The Department for Youth stated that this year's event has been comprehensively upgraded, combining a youth innovation market, international cultural experiences, youth interactive performances, and themed exhibitions. Popular bands will perform, creating an annual lifestyle extravaganza for the younger generation, showcasing the rich, diverse, and creative aspects of Taipei youth in international exchange, civic participation, career exploration, and entrepreneurial development. The Department for Youth also invites Taipei residents to gather at the end of the year to create their dream, or ideal, life together, allowing more people to see the vibrant energy and stories of Taipei's youth, and guiding young people to depict their own visions for the future.A dream life cannot be without music! This year, eight popular up-and-coming bands beloved by young people have been invited to perform, including icyball, GoodBand, Crispy, Vulgar Savior, hue, DrunkMonk, Human Heart, and ddkogi88. They will take turns bringing diverse musical styles such as rock, hip-hop, indie, and healing music, using music to express the voice of youth and ignite the city's energy.In addition to the main stage musical performances, the interactive performance stage will also feature stand-up comedy, acrobatic performances, and exciting dance performances. The event will kick off with a high-density, laugh-out-loud performance by the "Mancai Shaoye" from Yoshimoto Kogyo, Japan. Following this will be a special performance combining duo physical comedy, acrobatics, and ballet, as well as a street dance battle between three break dance troupes—Central BBreaker, Air Flavor Crew, and Baby Freeze Crew—all at the national youth level, alongside performances by Dance Chic Bon, Xpecshow Dance Troupe, and Always Dancing. The Shih Hsin University cheerleading team, along with a DJ, will provide energetic support, injecting the most vibrant youthful energy into the winter! An "Open Stage" will also be set up, inviting Taipei residents to perform and allowing every young person to boldly showcase their diverse talents!The Department for Youth mentions that this year's event features a specially designed "Global Culture Experience Zone," focusing on the cultures of the five continents.         The Department for Youth of the Taipei City Government, in collaboration with the Association of Foreign Relations, hosted a special lecture on November 19 featuring Ms. Ruth Bradley-Jones, Representative of the British Office Taipei. Speaking on “Diplomacy Across Borders: Sharing Experiences as a British Diplomat Around the World.”        Representative Bradley-Jones opened with great energy, inviting the  young audience to share their impressions of the United Kingdom. She then shared captivating stories from her overseas postings, offering first-hand insights into diplomatic work, along with practical advice for youth aspiring to enter the field,   encouraging them to boldly shape their own career paths.        Commissioner Yi-Hsi Chou of the Department for Youth expressed her gratitude for having the UK Representative speak at the event for the first time. Commissioner Chou encouraged the audience to seize this rare opportunity to interact closely with a diplomat, deepening their understanding of global affairs through dialogue through both keynote and Q&A session.        David Lin, Chairman of the Association of Foreign Relations and former R.O.C. Representative in  the UK, emphasized  that Ms. Bradley-Jones is a highly accomplished diplomat who has served in the UK Mission to the European Union, as well as in Myanmar and Ethiopia, making her diverse experience an   invaluable lesson for young people.        Drawing on more than two decades of diplomatic service, Representative Bradley-Jones encouraged participants to stay engaged with international news, care about public issues, and understand the perspectives of others.She urged the audience to remain curious, to explore fearlessly, to love as if never hurt, and to dance and  sing freely when alone, maintaining the flexibility needed to navigate an ever-changing world.         The event attracted participation ranging from junior high school students to retirees. To expand international exchanges and city diplomacy among Taipei youth, the Taipei City Department for Youth, together with five outstanding youth representatives under the age of 18, was invited to participate in the "2025 Teens Square Tokyo Project" international forum held by the Tokyo Metropolitan Government's Liaison Office for Child-Oriented Policies from August 20 to 22, 2015. The forum brought together young people from Surabaya, Indonesia; Dublin, Ireland; Brussels, Belgium; Tokyo, and Taipei City to explore the vision and practice of "child-friendly cities" through cross-border dialogue and collaboration (Note: According to Japan's definition of "children", it refers to young people under the age of 18). The Department for Youth pointed out that the participation in this event was due to the previous visits of then-Commissioner Wei Yin to Tokyo and his attendance at relevant forums during these visits. Wherefore, the organizer invited the Department for Youth to recommend five Taipei City youth representatives to participate. During the city exchange session, the Taipei City youth representatives introduced the operating mechanism of the "Taipei City Youth Affairs Advisory Committee", explaining how the platform encourages youth participation in municipal affairs, implements the concept of public participation and urban co-creation, and emphasized that Taipei is committed to empowering youth to speak out, so that young people can actively participate in the future development of the city. The youth representatives said that children and teenagers not only need to be protected, but should also be regarded as participants in urban governance. Only by truly being included in decision-making can Taipei become a city that is both inclusive and resilient. They hope to receive more attention in the future and expressed their gratitude to the Department for Youth, emphasizing that it is a great honor to bring the voices of Taipei's children and teenagers to the international stage. Tokyo Governor Yuriko Koike also met with youth representatives from various cities during the event. During the meeting, Taipei youth representatives expressed their willingness to collaborate with other cities to create a shared future, emphasizing that young people should transcend national boundaries to address global challenges jointly. Taipei and Tokyo share the qualities of resilience and innovation, and look forward to deepening their bilateral partnership and jointly fostering a more inclusive, diverse, and sustainable urban vision. Furthermore, the forum organizers invited Mikiko Ōtani, former Chairperson of the UN Committee on the Rights of the Child and renowned Japanese human rights lawyer, to provide expert advice on children's human rights, highlighting the forum's emphasis on and diverse perspectives on the topic of "child-friendly cities." The Department for Youth pointed out that Taipei City youth representatives, under the theme of "Building a Youth-Friendly City with Diversity and Resilience," proposed an urban development blueprint centered on "inclusion, sustainability, and innovation." The content covered specific practical cases such as digital technology applications, friendly public space design, and youth public participation mechanisms. During the three-day trip, the Tokyo Metropolitan Government also arranged for them to visit local youth activity centers, conduct cultural exchanges with Japanese students, experience the use of relevant facilities by local youth, and establish deep international friendships through on-site activities. Department for Youth Commissioner Yi-hsi Chou stated that this is the first time since its establishment that the Department for Youth has taken young people on an international exchange program. In the future, they look forward to bringing more Taipei youth to the world, allowing them to serve as a bridge between the city and the world. Through their participation in the Tokyo International Forum, Taipei youth not only broadened their global perspectives but also successfully brought Taiwan's youth policies and innovative practices to the international stage, demonstrating Taipei's strength and vision as a youth-friendly and internationally connected city.

The Taipei City Department for Youth hosted the first "2025 Global InnoYouth Summit - International Youth Create the Future" at Regent Taipei. It invited more than 150 students, innovative entrepreneurs, social activists, and representatives from industry, government, and academia from over 40 cities around the world to gather and initiate an international youth dialogue across borders and generations.Taipei City Mayor Wan-an Chiang personally attended the summit and delivered a speech, saying: "We are not only inviting the world to Taipei, but also bringing the entire global village here, realizing the vision of letting Taipei youth go out and letting the world come in. I hope that every young person will have the opportunity to experience the power of international dialogue firsthand." Through youth affairs and dialogue, Taipei City continues to promote city diplomacy, facilitating outstanding young people in Taipei to participate in international events and make friends on an international level. This is also the strategic goal of the Department for Youth to continuously implement the "local internationalization" of Taipei youth since its establishment in June 2014.The inaugural Youth Summit was themed around global youth trends, encompassing four key themes: "Global Leadership," "Innovation Catalyst," "Civic Engagement," and "Tech & Wellbeing." The opening lecture featured Janelle Wellons, a former NASA engineer and current ispace mission commander, sharing her experiences in international space entrepreneurship. She also encouraged the young people in attendance to "be brave enough to say yes to every opportunity! Don't be afraid of failure, and focus on what you learn from it," providing a warm and empowering prelude to the summit.The summit also invited Phuntsho Namgay, Director of Innovation and Technology from the Kingdom of Bhutan, to share how the future city "Gelephu Mindfulness City" is driven by mindfulness and sustainability, encouraging Taipei youth to explore the possibilities for more harmonious and inclusive development between technological innovation, well-being, and ecological balance. At the summit's conclusion, three multinational young entrepreneurs — Stephen Turban, Kevin Junker, and Quang Do —shared their practical experiences in Asia across education, energy, and community. Their humorous and engaging voices resonated enthusiastically with the young audience, building a bridge between Taipei and the world.In addition to the engaging speeches, the summit also featured interactive booths featuring Space Exploration; AI x Craft; STEAM education practices; Fulbright Taiwan and their Academic Exchange program; the Hult Prize, considered the Nobel Prize for students; and Nagoya City University's Urban Innovation Exhibition, attracting numerous young people to participate and inspire them.Taipei City Department for Youth Commissioner Yi-hsi Chou stated, "This is more than just a summit; it's an experiment, connecting Taipei youth with the world and innovating for it. The Department for Youth, Taipei City Government, and the Taipei India Association have collaborated in a joint venture to bring you the "India One District One Product (ODOP) Exhibition", which will be held from now until August third at the Arts Salon on the fifth floor of the Department for Youth building. It is open to the public and admission is free.The "India One District One Product (ODOP) Exhibition" is based on the Indian Prime Minister Modi's "Local Manufacturing and Self-sufficient Economic Concept". It exhibits 70 classic handicrafts from India - marble art, textiles, accessories, etc., introduces relevant geographical and historical knowledge, and invites young Indian tourists to tell the stories behind the relevant handicrafts. We hope that through this event, we can lead Taiwanese youth to understand the beauty of Indian culture through the "one district, one product" craft exhibition plan and promote interaction and communication.Coinciding with the 30th anniversary of the establishment of the India Taipei Association in Taipei, this exhibition combines a series of 30 activities, including yoga, Bollywood dance, totems, food, and movies, bringing an Indian cultural feast that can be experienced with all five senses. The event invited India Yoyo, a former journalist who has lived in India for eight years, to start discussions and dialogues among young people on Indian culture.Director Yi-hsi Chou of the Department for Youth, Taipei City Government, said that in the past she had only seen India through the books written by Indian scholars. In order to introduce India's vast territory and cultural diversity, Prime Minister Modi proposed the concept of one district, one product. The Director General also said that even he only knows about 5% of India. The Taipei City Government Department for Youth held its first anniversary tea reception today (June 18), themed "Unleash the Potential of Youth". The event symbolized youth's vibrant energy, self-affirmation, and fearless spirit, embracing limitless possibilities. The celebration was graced by Taipei Mayor Wan-an Chiang, heads of various Taipei City Government departments, Taipei City Councilor Chao-yen Kuo, representatives of foreign missions stationed in Taiwan, international interns, youth representatives, and partner organizations. Through showcasing achievements and testimonials from youth participants, the Department highlighted its accomplishments over the past year in three core fields: international exchange, civic engagement, and career development, demonstrating the vibrant energy and soft power of Taipei’s youth. Mayor Wan-an Chiang noted that since the official establishment of the Department for Youth on June 1, 2024, it has actively promoted civic participation, career exploration, and international exchange, supporting young people in reaching broader horizons. In the past year, the Department launched the "Taipei City Youth Advisory Committee" to create a platform for young voices in public affairs. It also introduced Taiwan’s first and widely acclaimed "Youth Internship allowances" and established the most diverse platform, “Taipei Youth Salon,” offering nearly 1,500 internship opportunities. In partnership with schools and enterprises, the Department initiated the "Workplace Immersion Training Program," inviting global companies such as Google, Microsoft, and NVIDIA to offer thematic courses to bridge the gap between academic training and workplace demands, thereby enhancing young people’s employability. Notably, the Department for Youth is the first youth agency in Taiwan to establish a dedicated Division of Global Engagement, leading initiatives such as the “International Internship Student Program,” the “Youth Overseas Internship Program,” and grants to support youth international engagement. These efforts reflect Taipei’s proactive stance in promoting two-way international exchanges. The Department for Youth of Taipei City Government has officially launched its 2025 Overseas Volunteer Program, establishing a structured selection and training system beginning in 2024 to build a sustainable overseas service model. The program includes open recruitment, workshops, interviews, and project evaluations. Volunteers receive intensive training covering topics such as service ethics, cross-cultural understanding, and documentary storytelling, empowering them not only as participants but also as global connectors. Commissioner Chou stated, “Participating in overseas volunteering is not only about seeing the world—it’s about forging sincere connections, developing resilience through challenges, and finding one’s direction through service.” The Department for Youth hopes the initiative will enhance young people’s sensitivity to global issues and cultivate a generation of globally minded, action-oriented citizens.This year, three overseas volunteer teams are scheduled to depart. To enhance international exchange and youth talent development, the Department for Youth of Taipei City Government signed a Memorandum of Understanding (MOU) with Nagoya City University on May 16 to collaborate on the “International Student Internship Program.” The signing ceremony was witnessed by Taipei Deputy Mayor Shu-chuan Lee and Nagoya Deputy Mayor Midori Sugino, with Commissioner Yi-Hsi Chou of the Department for Youth and President Kenjiro Kori of Nagoya City University serving as signatories. On June 2, the Taipei City Government received a delegation from Japan’s Liberal Democratic Party (LDP) Youth Division at City Hall. Mayor Wan-an Chiang personally welcomed the delegation, accompanied by Deputy Secretary-General Chen-Hua Yu, Research, Development and Evaluation Commission Chairperson Yin Wei, and Department for Youth Commissioner Yi-Hsi Chou. Chiaki Muramoto, Director of the Press and Culture Department at the Japan-Taiwan Exchange Association, also attended. The two sides engaged in-depth discussions on youth affairs, city diplomacy, and future collaboration. Since its establishment in June 2024, the Taipei City Government’s Department for Youth has launched the Domestic and International Youth Artist Exchange Program, inviting three young graffiti artists from the Netherlands, Belgium, and Spain to Taipei from late November 2024 to February 2025. During their residency, they conducted field research in local communities, co-created murals with residents of Ding Shuo Li in Wanhua District, and depicted Taiwan’s baseball culture at Tianmu Baseball Stadium. Among their works, one of the most eye-catching is a mural at the hippo bath in Taipei Zoo, where graffiti art has added a fresh artistic touch to the zoo’s landscape. Today (22nd), the Department for Youth hosted the "Dream Up, Paint Out." Graffiti Art Exchange Event at Taipei Zoo, allowing families and art enthusiasts to witness the artists' creative process up close and experience spray painting firsthand.The three international artists participating in this exchange program each showcased their unique styles and creative concepts. FLEKS, a renowned graffiti artist from the Netherlands, enriched Taipei’s urban landscape by illustrating Taiwan’s baseball culture and the journey of life at Tianmu Baseball Stadium. ORBITA, a Spanish artist known for his graffiti works worldwide, greeted Taipei with a massive, adorable hippo mural. Additionally, with the arrival of Thabo ("Tang Bao"), a pygmy hippo from Singapore Zoo in 2025, ORBITA decided to dedicate his mural to the hippo. The partnership between the Department for Youth, the Taipei City Government, and the Youth Division of Japan's Liberal Democratic Party (LDP) continues to strengthen! Following last year's visit to the Taipei City Government by former Director Suzuki Takako of the LDP Youth Division, who met with Mayor Chiang Wan-an and engaged with numerous Taipei youth, Commissioner Wei Yin of the Taipei City Department for Youth recently visited Tokyo to congratulate Congressman Nakasone Yasutaka on his successful re-election to parliament and appointment as Director of the Youth Division. This meeting marks the first official exchange between the two organizations since Congressman Nakasone's visit to Taiwan last year, making it particularly significant as his first interaction in his new role as Youth Division Director.The exchange covered multiple aspects of Taiwan-Japan youth issues. The Japanese side showed particular interest in addressing school non-attendance and hikikomori (social withdrawal) issues, which have sparked extensive discussion in Japanese society and yielded rich policy experience, offering valuable references for Taipei's related policy implementation. The Taiwanese delegation engaged in in-depth discussions with Youth Division Director Nakasone Yasutaka and Acting Director Kamiya Masayuki on topics ranging from career development to public participation and international exchange. The meeting proceeded in a cordial atmosphere, with both parties agreeing to meet again in Taipei or Tokyo to further deepen cooperation.Following the meeting, both sides exchanged distinctive gifts. Congressman Nakasone prepared special Gunma Prefecture senbei rice crackers and curry sauce packets featuring his portrait, displaying unique thoughtfulness.
